In the early years of the Spring and Autumn period, the State of Qi was in a state of rebuilding after internal turmoil, much like a time of hardship. After the death of Duke Xiang of Qi, Duke Xiao (Duke Huan of Qi) was newly established, facing internal constraints from the nobles and external threats from neighboring states such as Lu and Ju. He was in a dilemma, unable to advance or retreat.

At this time, Guan Zhong became the prime minister of Qi. He was well aware that Qi was financially strapped and its talents were scattered.
